Policies and Applications for the Use of FCHA Properties

Below are the policies relating to use of properties belonging to the Franklin County Historical Association (FCHA), including the Depot, FCHA Wagon, Henry Clay Thruston House, Lowry Pavilion, and Majors-Parchman House. After the statement of policy for each of the properties, there is a form that can be used to apply for use.

Each policy given below, as well as the form to apply for use, may be requested in hard copy from the FCHA, may be requested in PDF format by e-mail attachment from webmaster@fcha-online.org, or may be printed in the following manner:

(1) use your mouse to select the applicable text within your Internet browser;
(2) use the COPY command from your browser menu;
(3) open a word-processing application such as Microsoft Word;
(4) use the PASTE command from your word-processor menu;
(5) use your word processor to enter the requested information; and,
(6) print.

DEPOT

General Rules and Regulations for use of the DEPOT, DEPOT GROUNDS AND DEPOT RESTROOMS, located at 202 S. Kaufman Street, Mt. Vernon, Texas:

Appointments and reservations are required at least three days in advance, either in person or by calling the FCHA secretary on Tuesdays and Thursdays. No reservations will be confirmed until payment of the deposit and use fee is received.

Unless the Historical Association is using the facility, the facility is available from 8 A.M. to 10 P.M. daily and is restricted to the two northern rooms (extension beyond 10 P.M. upon consideration by the board).

A $200.00 damage/clean up deposit is required. If the facility and/or grounds and restrooms are left in a clean and orderly condition, the deposit will be returned after a walk through by an FCHA board member.

The following usage fee is required for the use of the Depot:
$50.00 for 25 people or less
$100.00 for 26-50 people
$150.00 over 50 people
$100.00 additional usage fee for Depot grounds and/or restrooms

NOTE: FEE WILL DOUBLE FOR EVENTS OVER 3 HOURS.

REGULATIONS:
The facility is available only to non-profit organizations or groups for non-fundraising functions (exceptions upon consideration by the board).
Decorations on the walls and ceiling are not allowed and current decorations and exhibit material should be left intact (exceptions upon consideration by the board).
No crafts or painting classes are permitted (includes crayons, glue, glitter, etc.).
Religious services are not allowed (exceptions upon consideration by the board).
Political rallies are not allowed (exceptions upon consideration by the board).
Regular monthly meetings are not encouraged.
No drugs or alcohol is permitted on premises.
The Depot is a non-smoking facility
An officer or FCHA board member must be present at the event.

Application for Use

FCHA WAGON

General Rules and Regulations for use of the FCHA WAGON:

Advance appointments and reservations are required at least two weeks in advance, either in person or by calling the FCHA secretary on Tuesdays and Thursdays. No reservations will be confirmed until payment of the deposit and use fee is received.

Unless the FCHA is using the wagon, it is available from 8:00 AM to 10:00 PM daily (extension beyond 10 P.M. upon consideration by the board).

A $100.00 damage/clean up deposit is required. If the wagon is left in a clean and orderly condition, the deposit will be returned after a walk through by a FCHA board member.

A $125.00 fee is required for the use of the Wagon and includes truck and driver. Maximum occupancy is 28.

NOTE: FEE WILL DOUBLE FOR EVENTS OVER 3 HOURS.

The wagon is available for non-fundraising functions (exceptions upon consideration by the board).
Decorations added to the wagon must be approved by the board.
The wagon is not to be used in political or religious rallies (exceptions upon consideration by the board).
No drugs or alcohol permitted.
Glass containers not permitted.
Smoking is not permitted.
An officer or FCHA board member must be present at the event.

THRUSTON HOUSE

General Rules and Regulations for use of the HENRY CLAY THRUSTON HOUSE, located one-fourth mile west of the intersection of West Main Street and Hwy 37, on County Road NW 1010, Mt. Vernon, Texas.

Advance appointments and reservations are required and may be made by telephone or in person with the FCHA secretary on Tuesdays and Thursdays. Payment is required at least 3 days in advance. No reservation will be confirmed until payment of the deposit and use fee is received.

Unless the Historical Association is using the facility, the facility is available from 8:00 AM to 10:00 PM daily (extension beyond 10 P.M. upon consideration by the board).

A $200.00 damage/clean up deposit is required. If the facility, grounds and restroom facilities are left in a clean and orderly condition, the deposit will be returned after a walk through by a FCHA board member.

A $50.00 usage fee is required for the use of the Thruston House – for 25 people or less (maximum occupancy 25).

LOWRY PAVILION

General Rules and Regulations for use of the, LOWRY PAVILION, GROUNDS AND RESTROOMS, located one-fourth mile west of the intersection of West Main Street and Hwy 37, on County Road NW 1010, Mt. Vernon, Texas, next to the HENRY CLAY THRUSTON HOUSE:

Advance appointments and reservations are required at least three days in advance, either in person or by calling the FCHA secretary on Tuesdays and Thursdays. Payment is required at least three days in advance. No reservations will be confirmed until payment of the deposit and use fee is received.

A $200.00 damage/clean up deposit is required at the time the reservation is made. If the facility and/or grounds and restrooms are left in a clean and orderly condition, the deposit will be returned after a walk through by a FCHA board member.

The following usage fee is required for the use of DUPREE PARK, LOWRY PAVILION AND PAVILION RESTROOMS:
$ 75.00 up to 4 hours
$100.00 excess beyond 4 hours up to a maximum of 8 hours
$100.00 additional fee for use of restrooms
Fees for use may be increased based on nature of the use of the facility

REGULATIONS:
No glass beverage containers
No treasure hunting
No open fire cooking in the Pavilion
No pets unless on a leash
No campfires
No horses, mules or ponies
No motorbikes or, all-terrain vehicles
No digging
No tree cutting
No metal detectors
No overnight stays
No guns
No skateboards or bicycles
Use by groups in excess of 50 people must have prior board approval.
Decorations on the walls and ceiling are not allowed (exceptions upon consideration by the board).
No crafts or painting classes are permitted (includes crayons, glue, glitter, etc.).
Religious services are not allowed (exceptions upon consideration by the board).
Political rallies are not allowed (exceptions upon consideration by the board).
No drugs or alcohol permitted on premises.
No fundraising events are allowed (exceptions upon consideration by the board).
Children under 12 years of age must be supervised at all times.
All trash, garbage and other rubbish shall be deposited in designated barrels.
An officer or FCHA board member must be present at the event.
Parking is limited and allowed on the southwest side of the grounds (south of the Pavilion) only.
DO NOT drive vehicles onto the walkways or grassy areas.

The use fee will also allow you tree entry for a tour of the actual home of Henry Clay Thruston, tallest soldier of the Confederate Army. Please advise if your group will want to tour the home as well as the time so that docents may be assigned to open the house. The home is a non-smoking facility.

General Rules and Regulations for use of the MAJORS-PARCHMAN HOUSE, KITCHEN, GROUNDS, AND RESTROOMS, located at 701 S. Kaufinan Street, Mt. Vernon, Texas:

Advance appointments and reservations are required.

Unless the facility is being used by the Historical Association, the facility is available from 8:00 AM to 10:00 PM daily and is restricted to the two northern rooms (extension beyond 10 P.M. upon consideration by the board).

A $100.00 damage/clean up deposit is required. If the facility and/or grounds is left in a clean and orderly condition, the deposit will be returned after a walk through by a FCHA board member.

The following usage fee is required for the use of the Majors-Parchman House, kitchen and/or grounds: $ 50.00 for 25 people or less (maximum occupancy 25)
